At its meeting on Nov. 2, the Development Review Board approved a final plan application filed by Elisia Laramee to subdivide an 8.9-acre property at 653 Bay Road into two lots to construct a single-family home on the newly created lot.

After discussion of a sketch plan submitted by Civil Engineering Associates on behalf of Susan Baldwin for the creation of six single-family home lots, one duplex lot, and an open space lot at 93 Webster Road, the DRB voted to classify the project as a major subdivision and authorized the applicant to prepare a preliminary plan for their review. This application was the first to be filed under the new Form Based Code option and generated concern from neighbors about a future road identified in the Form Based Code Regulating Plan to run north from Webster Road connecting to Shelburne Road.

Owners of adjacent properties expressed concern about how this road would impact the size and value of their lots and the additional traffic it would generate. The consensus on the DRB appeared to be that the preliminary plan does not need to include such a road at this time, but rather must allow for the construction of such a road in the future.

The DRB also held a pre-application conference regarding a two-lot planned unit development at 3735 Harbor Road, a property owned by John and Amy Saar. The Saars had originally filed a sketch plan for re-subdividing an existing two-lot subdivision into three lots. They withdrew that application to pursue the PUD option to accommodate the narrow strip of land on the east side of Harbor Road that is part of the property.

The next DRB meeting will be held on Wednesday, Nov. 16 at 7pm.
